Nigeria not Included In FIFA '14 despite Winning Afcon 2013

Just as it was in FIFA13, Nigeria is missing from national teams in FIFA14 despite winning AFCON, another notable omission is japan, what could possibly have gone wrong?

Is it because Nigeria still does not have a starting 11 yet (building process) or is it our woeful performance in the past years that is still keeping us away from it?
